Project Summary

The East Africa Youth Inclusion Program (EAYIP) is a five-year program implemented by Heifer International, co-created with the MasterCard Foundation (MCF) based on Heifer’s East Africa Dairy Development (EADD) hub model aimed at improving the livelihoods of the youth by creating jobs and entrepreneurship opportunities thus increasing income of 25,000 economically disadvantaged young men and women (aged 15-24years) in Uganda and Tanzania. This will be done by providing youth with a value proposition that will address barriers to full access to employment and enterprise development opportunities within agricultural value chains. It is a $19m project (funded with $18million from Master Card and $1 million from Heifer) to be implemented over a period of five-years (Oct 2016 - Sept 2021).

  1. Project objectives

EAYIP’s overarching program goal is to improve the livelihoods of 25,000 youth in Uganda and Tanzania by increasing their income through youth employment and enterprise development.

EAYIP’s Strategic Objectives: The specific objective of the program is to provide youth with a value proposition that will address barriers to fully access employment and enterprise development opportunities within agricultural value chains in Uganda and Tanzania using Heifer’s hub model. The Program has the following specific strategic objectives:

  1. Equip youth with the necessary skills to establish businesses around the hub or seek employment in hub-related agribusinesses
  2. Facilitate access to finance for young entrepreneurs to start or expand businesses
  3. Enabling environment is enhanced to increase youth participation in agribusiness
  4. Hub model replicated in new value chains supporting young men and women
  1. Areas of implementation

The project is being implemented in Tanzania and Uganda.  In Tanzania the districts of focus were : Mbeya Rural, Rungwe and Busokelo, Mbozi, Njombe town council, Njombe district council, Wangin’gombe, Mafinga, Mufindi, Iringa district council and Kilolo. In Uganda the targeted distrits were: Amuria, Ngora, Bugiri, Kiboga, Wakiso and Luwero.

  1. Major deliverables

Kilimo Trust was contracted to provide the market studies for value chain production in Tanzania and Uganda. In addition to this role, Kilimo Trust serves as the Research Partner for Uganda and will work with ESRF in Tanzania to conduct regional studies and disseminate lessons learned.

  1. Status to date.

The following has been delivered:

  • 2 Commodity scoping study reports – Tanzania and Uganda
  • 5 Value chain reports published and disseminated to 540 stakeholders
  • Tanzania: Maize, potatoes and poultry value chains
  • Uganda: Maize and poultry value chains
  • 1 policy report and 3 policy briefs published and disseminated to 200 stakeholders in Uganda
  • 15 Heifer staff trained on advocacy
  • 1 policy advocacy tool kit developed
  • 8 CSOs trained on Youth advocacy
  • Supporting the Advocacy Implementation team
