Mr. Andrew Cheboi is the Senior Program Officer in charge of Monitoring, Evaluation and Learning for all Kilimo Trust implemented Projects and Programs across the EAC region. He provides M&E and Learning leadership for the organization with support from M&E project officers and assistants based in the country Offices. Mr. Cheboi’s experience spans for over 20 years in implementing donor-funded development projects and programs in East and Southern Africa. He has demonstrated experience designing and managing program monitoring and evaluation (M&E) systems that ensure quality delivery of results and contract compliance; and that can be used to review progress toward project objectives, assess project approaches and enable project adaption, as necessary 

Cheboi has experience overseeing and coordinating regional programming through quality assurance supervision and information sharing among program implementers and stakeholders. 

As MERL Advisor for the USAID/REGAL-AG (2012-2016), he was responsible for providing leadership to REGAL-AG M&E team in implementing a US$22 million, 5-year project implemented by ACDI/VOCA with other 8 partners in areas of Monitoring, Evaluation, Reporting and Learning. Mr. Cheboi was the responsible contact with USAID on all matters of Program M&E. As the M&E Specialist on the USAID-funded Market Linkages Initiative (MLI) project between 2010 and 2011, Andrew developed and managed the performance management plans supporting implementation in seven countries and established an M&E system that captured and integrated data from grantees and implementing partners. Serving as a senior Program Manager, Mr. Cheboi has guided implementation, supervised data collection, managed local staff, developed work plans and served as a representative in external forums. He has demonstrated skills in all aspects of data collection, analysis and reporting to meet donor and Partner requirements and ensure effective program implementation. 

Andrew’s career in the development world began as a project Horticulturalist (1998-2000) under the Kerio valley youth project in Kerio Valley region in Kenya before joining World Vision Kenya where he worked as a Development Facilitator rising through the ranks of Program Manager and Design, Monitoring and Evaluation Coordinator between the years 2000 and 2010. Other roles that Andrew as done include ILO (In-depth study on status of Child labor in Kilifi County), oversight M&E functions for CGA implemented projects in Kenya, Strategy Development for Laikipia North Stakeholder Forum, USADF funded projects in Turkana County among others. 

Mr. Cheboi has BSc (Horticulture) and an M.A. in project planning and management and is fluent in Kiswahili and English.
